6. Psycho Pass
Like all the best science fiction, Psycho-Pass has a simple premise. What if you could tell ahead of time someone would commit a crime? The show then ups the ante by asking questions such as, what if the police had weapons that only fired when someone was likely to commit a crime? And what if impartial machines ran the entire system that monitors everyone's "crime coefficient" - a measure of how likely someone is to commit a crime.
Presenting viewers with such utopian ideals, Psycho-Pass then proceeds to tell you just why such a system is flawed, how people can exploit it, and the dangers of handing over our humanity and freedoms to machines. Psycho-Pass is ostensibly a cyber-punk police procedural. The show follows Akane Tsunemori, a rookie officer and Shinya Kogami, her commander, as they track down Shogo Makishima, a sadistic serial killer whose crime coefficient is so low that no one can judge or harm him. Despite the atrocities, he perpetrates before witnesses and police officers alike.
The premise and themes are all weaved through an epic narrative that includes police corruption, lamentations on the nature of justice and intense action set pieces.
