3. Negan (The Walking Dead)
From the moment he was introduced, Negan was established as a vicious and brutal leader who found killing people and pushing them to their limits to be an entertaining sport. He seemed to enjoy killing Abraham and Glenn, and relished in the terror that he incited in the other survivors.
He quickly became one of the most fearsome characters in the show's history, with his commanding presence and unnervingly playful attitude making him someone that not even the ballsiest of characters felt like crossing. Negan likes to play with people and make them sweat - almost like he wants to marinate his victims in fear before pulling the trigger - and this inhuman approach to violence made for an antagonist who was even scarier than the bloodthirsty zombies roaming the Earth.
On the other hand, Negan also has some redeeming qualities. He tries not to hurt or kill innocent people, punishes those who commit crimes like rape, and has genuine respect for others like Carl and Rick, people he acknowledges as strong and capable individuals, just like he is. Plus, in the later seasons, the character took a more noble turn, showing shades of heroism and decency that he'd previously been lacking.
The world around Negan has gone to hell, and you could argue that all of his brutal, ruthless and otherwise indecent actions are just him trying to make the best of an awful situation. When all is said and done, he's a survivor who's just trying to maintain control and order, and thanks to Jeffrey Dean Morgan's scenery-chewing performance, it's a delight to watch him try and accomplish that mission.
