2. Jack Robertson
Not a single soul was clamouring for Chris Noth's smarmy businessman to return to Doctor Who, so it was genuinely shocking to learn that Chris Chibnall was bringing him back for the 2021 New Year's Day special Revolution of the Daleks.
His first appearance in 2018's Arachnids in the UK was met with widespread disdain and mockery, coming off as some sort of twisted "homage" to Donald Trump, which absolutely nobody wanted to see back then. Hell, we still don't.
He was cowardly, mean, and not very funny, and it was difficult to see what Chibnall was going for. Robertson was too on the nose to be considered allegory, and too serious in his depiction to be considered a joke. Things didn't improve in Revolution of the Daleks either, where he offered little in the way of relevance to the plot.
Russell T Davies loved making politicians look incompetent so there's a very slim chance he'll choose to revisit Robertson. Under RTD, that might be good, but we also wouldn't mind if Revolution of the Daleks was the last time we saw him in the show.
