Because there was a time where people just couldn't get enough of Rose Marion Tyler. No... seriously! When Billie Piper decided to leave the wonders of the Whoniverse behind her back in 2006 (and subsequently break the hearts of the entire nation in the process), the BBC were apparently desperate to capitalise on the tidal wave of admiration she had left in her wake. They did this by pitching a one off Bank Holiday special which would've given viewers an insight into how their favourite shop girl turned Earth Defender was getting on in her new parallel universe. Russell T Davies liked the idea and Billie Piper was even made semi-aware of the plans, too, but it was eventually scrapped when the powers that be determined that it would've been one spin off too far. Russell didn't want to ruin the impact of her Doomsday departure, either, which he apparently forgot all about when he eventually brought her back anyway. Besides, now is the time for a Rose Tyler spin off. Who doesn't want to watch her and the metacrisis Tenth Doctor having loads of sex and babies? The televisual Whoniverse is seriously lacking in the post-watershed department at the moment and this would be the perfect thing to get tongues wagging, so to speak. They could even turn to the never ending abundance of related fan fiction as inspiration if they're feeling particularly daring. The Daily Star would have a field day.
