2. Batman
Perhaps the rocky relationship of the Doctor and the Master was inspired by the Caped Crusader and his ongoing conflict with the psychotic Joker? Stranger things have happened, so what if there was a crossover film in which the four of them went head to head? It would be unmissable, for sure. What's more, Batman is a complex character with a backstory so rich that it could even rival that of the Doctor's himself. As they're both investigators (although Batman is actually classed as a detective, unlike a certain Time Lord...) and always vow to bring justice for all, seeing these two together would develop each character as a whole and maybe even look a little deeper into their respective personalities and traits. The reason this crossover may never occur - in live action form, at least - is due to the fact that the writers and producers would probably get in such a long debate about the whole scenario that the idea would go very stale very quickly. There's always the action figures to keep our wild imaginations occupied for the time being.
