10 Doctor Who Villains Who Actually Won

9. Skaldak (Cold War)

After beginning the episode frozen in ice, Grand Marshal Skaldak gets thawed out on a submarine at the height of the Cold War. And yeah, that's not good.

From here, it's up to the Eleventh Doctor, Clara, that guy from Titanic, and Ser Davos from Game of Thrones to prevent Skaldak from firing the ship's missiles and starting World War III.

The reason why this scaly fella is so upset is because the humans on board attacked him for no good reason. He's got no agenda against the Earth itself - he's just after a bit of revenge. So, when his people come to rescue him, he leaves without setting off the missiles, even though he could've done so easily.

The Doctor and co. were powerless to stop Skaldak after he hacked into the submarine's weapons systems. If the Ice Warrior rescue ship had turned up just a few minutes later, then the whole world would've been toast.

In other words, Skaldak won. It was only via his mercy that the Doctor lived to finish out Series 7.
