4. Vandal Savage
Vandal Savage is one of the most formidable and fearsome villains in the whole DC universe - an immortal who has either aided or actually been some of the most evil men across history (e.g. Genghis Khan, Jack The Ripper, Blackbeard, Vlad the Impaler ETC). It was a terrific idea, then, to make him the big bad of season one of Legends of Tomorrow, so the time travellers could face Savage in whatever time period they arrived in.
And yet, from his very first appearance to his last, Vandal Savage totally stunk. The character failed in every conceivable area that it is hard to know which is the flaw that is most to blame. Was it his tedious revamped origins, which tied in with Hawkman and Hawkgirl's (more on them in a moment)? Or was it Casper Crumb's lacklustre performance? Or maybe it was the fact that the writers never actually gave him any depth, including any real motive for his villainy?
All we know is that someone who should have been one of the Arrowverse's greatest villains ended up as one of its least effective.
