The character of Mayor West is interesting enough to command everyone's attention whenever he appears on-screen. So much so that most fans missed out on a subtle sight gag of a man grabbing a woman's butt during one of West's speeches. During the 'Super Griffins' segment in the episode 'Family Guy View Mail #1', Mayor West gives one of his trademark speeches regarding toxic waste and defeating the Griffins.

When he leaves and the audience all give him a standing ovation, you can see a man groping a woman's butt at the right side of the audience. The gag is easy to miss and really has no context other than being in there for some laughs, but if anyone could give a speech that'll make people want to grab people's butts it's Mayor West.
