7. Sutekh

Sutekh is yet another on this list who claims to be Satan himself, and is actually voiced by the same actor as The Beast (Gabriel Woolf).

A member of the ancient and powerful yet all-but-extinct race Osirans, Sutekh feared that all other lifeforms might challenge his rule, thus becoming Sutekh the Destroyer whose mission was to wipe-out all living things.

He was imprisoned in a pyramid by his fellow Osirans, and such was his destructive power that he would be able to defeat a Time-Lord. He had the capabilities to mentally control others, and his stare could leave victims in agony for centuries. 

He was defeated when The Doctor trapped him in a time-tunnel, causing him to age beyond the lifespan of his race. If that hadn’t happened, though, then there’s not much that could’ve stopped him from living up to his name and destroying everything in the universe.
