10 Most Powerful Doctor Who Villains

2. The Master

The Master is the most complex of all Who villains, difficult to characterise as just ‘evil’, even though he unquestionably is that. He is the ‘bad’ to The Doctor’s ‘good’, but he’s also quite a tragic figure as well.

The two were childhood friends, but whereas The Doctor wants to help people, The Master wants to conquer and destroy them. However, a large part of this is because he was driven to insanity by a constant drumming placed in his mind by the Time-Lords. He is a product of war, and his hatred for his fellow Time-Lords stems from the fact that they made him the way he (or she) is.

He’s as intelligent and powerful as The Doctor, only a maniacal version; an extremely powerful villain and one of the biggest and most dangerous foes he can possibly face, yet a figure of some sympathy; The Doctor’s natural enemy, and also his best friend.
