Television shows live and die by the strength of their characters. The stories are important, of course, but its a rare thing that fans tell you that they continue to watch a show because of the story despite having no feeling for the characters involved. Love them or hate them, both Russell T Howard and Steven Moffat have always created strong characters that fans can either love or hate in equal measure. Take Last Christmas, for example. Fans were introduced to Shona, a victim of the dream crabs, and she became an instant fan favourite. Her portrayal by actress Faye Marsay had fans clamouring for more with many suggesting she would be the perfect replacement for Jenna Coleman should she finally decide that her time in the TARDIS is up. On the reverse, there's characters, such as Madame Kovarian, who fans could instantly despise both for their actions and for their philosophies. Doctor Who is a character actors dream. As such, its a place where new fans can expect to find intriguing additions to the history of Doctor Who. Some will come and go, others will play longer and more pivotal roles in the Doctors life. Fans beg for some to return and others to get their comeuppance. Either which way, Doctor Who will give new fans characters that will stay with them for the rest of their lives.
