Rosa is one of the most unique characters in the entire show. Her trademark characteristics may be her badass exterior, and the fact that very few people actually know anything about her, but there is no denying that she is a fantastic detective, which she proved by winning the seventh iteration of the Halloween Heist.

Both in her professional and personal life, she is tough, hard to read, and doesn't let anyone get any kind of advantage over her. Although begrudgingly, Rosa has the ability to teach others how to be better, and despite having relatively little emotional connection to others, is incredibly skilled at getting people to talk.

When the Nine-Nine was granted a task force to tackle the growing Giggle Pig problem on the streets, Rosa was the only detective trusted to run it. She was smart enough to make the tough decisions she needed to, even if it would upset her friends. She was unapologetic in making Jake continue to work with Jack Danger, because she knew it was the right thing to do.

She has been shown to have a problematic love life in the past, going so far as admitting herself that she is only attracted to creeps. At least she is smart enough to realise it, even if she's not ready to do anything about it.
