While the return of Garak would be celebrated by literally everyone who has seen the character in Deep Space Nine, there is actually a more practical reason for bringing him back. He could slot into Lower Decks or Picard, as he would now be the Federation liaison with the Cardassian Union.

In the years following the Dominion War, Cardassia badly needs to rebuild and repair its reputation in the Alpha Quadrant. Few powers in the area would have the resources to dedicate to helping it, especially with the Romulan supernova devastating a huge portion of the Beta Quadrant's political landscape as well.

Garak, with years of training in the Obsidian Order, would be an excellent choice to explore the methods by which Cardassia should bounce back. Would he use the military structure that had served Cardassia for so long or would he elect to have a civilian government finally remain in power, without being a puppet structure? Then, what of the Order? Does it stay disbanded or does it rise from the ashes of the war?

Andrew Robinson recently took part in a YouTube series with Alexander Siddig where they explore the last two decades of each characters' histories, so it may now be the perfect time for the simple tailor to return.
