Kids and horror always make for a creepy atmosphere. From The Exorcist and The Omen we see that children are often used as a keyway of portraying horror.
Supernatural chose to go this route in the season 3 episode The Kids are Alright which introduced the Changeling. The Changeling is a demonic parasite that was stealing children from a neighbourhood in Indiana.
The Changeling replaces a stolen child with a new version, an evil version. This plays on ideas doppelgangers and the sinister consequences that come with that, specifically in relation to stolen children. That natural instinct that all humans have over children, to be protective.
Combine this with the effortless facial makeup/CGI effects on the kids, you have an incredibly effective monster of the week.
