7. Are The Monsters People Or Monsters?
The big reveal - if you can call it that - is that Presidio aren't the noble knights of old taking down the evil in the dark, but a fascistic cabal engaged in a sub rosa extermination of the 'sub-human' races. The monsters aren't all bad; many of them are just families trying to get by.
As before, if this meant us flipping the narrative to have the protagonists become the monster families fleeing from the Ku Klux Kommandos then that would be interesting - from Supernatural to Nightbreed, essentially.
Unfortunately we're never given a clear run at this. First we see it from Presidio's perspective (all monsters are killers), then from the monsters’ perspective (Presidio are out to commit ethnic cleansing). However, both sides seem to have factors that point in their favour.
Is Presidio run by a cabal of fascists that have skewed its original mission? Are some of the monsters bad apples, giving a bad name to the rest? October Faction is not bothered about unpicking this ball of yarn, leaving us with an unholy mess and no one to root for or care about.
It's likely that Kindler intends this central storyline to unpack a theme - we need to understand each other, there's no point in letting generations of bad blood affect the future, etc - but unfortunately this lightweight show isn't doing the storytelling work necessary to carry heavyweight ideas like this, so it just appears unsophisticated and inconsistent.
It's also possible that season two is intended to dig a little deeper, but that's too little, too late: we need to know some of this stuff now to justify coming back for season two.
