It isn't even up for debate, Steven Moffat is the best creator of creepy creatures since the show was revived in 2005. The thing is, Doctor Who has always had a collection of iconic monsters, many of which have returned in the revived series. But if you're thinking of a terrifying monster that's appeared over the last few years, chances are it's a Steven Moffat original. No one wants to remember the Slitheen, but everyone will remember the Empty Child, the Clockwork Androids, the Vashta Nerada, the Silence, and of course, the ultimate fan-favourite: the Weeping Angels. It's been said by many people before, but Steven can take the ordinary and make it into a psychologically frightening ordeal, such as a statue that can only move and attack you when you're not looking at it, or creatures that look exactly like shadows that would eat you within seconds if you cross into the darkness. And then there's the group of mysterious creatures that you won't even remember looking at the moment you turn away. The list goes on and on. Steven Moffat can be criticised for a lot of things but not for his library of creature creations. Not one. Don't you even dare.
