6. Gallifrey Restored
When this actually happens, it will be BIG. The Time Lords restored is a story that will be treated with the utmost care and its effect on the Whoniverse is not to be underestimated. With this in mind, making this monumental story into a film would be fitting. The overreaching arc of the entire modern show spanning nearly a decade has been about the Doctor losing Gallifrey so paying it off with anything less would be an underestimation of the effect it has had on the way the show has functioned since 2005. To put it bluntly, this one should happen at some point. It could be a regeneration story too, or it could explore the Doctor breaking the rules of time to bring back the Time Lords. Having a villain might even be unnecessary - simply following the Doctor as he goes about his business has been proven by Listen to be a winning effort. For an extra points, having the Doctor reconnect with his family again would be a legendary moment in Doctor Who history. During Death in Heaven, Clara dropped the fact that the Doctor assumes his family are dead so allowing him this final victory would pay off centuries of failure and heartbreak that the Doctor has suffered since the climactic conclusion of the Time War.
