3. Tommen 'Baratheon'

I doubt many people will agree with Tommen being placed this highly, but he really is one of the most appalling kings, not because he was cruel or unjust, it's because he's done nothing. Tommen is a child, a puppet that every man in power wants to manipulate, and you've got to feel sorry for him in one sense. He simply can't exert any form of authority. He's got Margaery in one corner, Cersei in another, and the late-Tywin also fought for the strings to control him. During his reign, he's idled by while the Faith Militant seized the city, his Queen has been imprisoned, and his mother has been paraded through the streets for her crimes. He's the KING, but he's weak, and he simply isn't doing anything at all to right the situation. Forget his age, forget his naivety, he's the King of Westeros, the most powerful position in the world, and he's currently sat in his room feeling sorry for himself. Joffrey was cruel, horrific, and a ludicrously bad leader, but if he'd been in power, the Faith Militant would've been crushed, his wife would never have been taken away, and Cersei would still be seated at the top.
