7. Penny Blake
First appearing in the season three episode "Say the Word", Penny was the Governor's daughter who had sadly been turned in to a Walker. Despite his hard-faced approach to... governing (?)... she represented the one thing he still had a genuine soft spot for. He would kill any other Walker without thinking twice about it - heck, he'd do the same to any human who he thought was getting in his way - but with Penny, he couldn't kill her even after she'd turned. Quite the opposite, in fact. He kept her in his apartment, in a cage, with a bag over her head and a straight jacket on, where he fed her meat in the hope that a cure would be found to turn her back to her human form. But that's not even the creepiest part - he actually brings her out of her cage to cuddle and kiss her and comb her hair which resulted, on one occasion, in part of her scalp ripping off. She is killed by Michonne, who thinks the whole situation is sick and rams her sword through Penny's face before she becomes a threat to everyone.
