Harry Dean Stanton appeared in the 1992 film Twin Peaks: Fire Walk with Me as Carl Rodd, the owner of the Fat Trout Trailer Park where murder victim Teresa Banks called her home.

While it shouldn't be surprising that a legacy character is reprising their role in the new series, consider that Stanton was 89 years old when his part for the new series was filmed, and nobody would've blamed him for opting not to return.

Who Is He Playing?: Yes, we could get a weird Lynchian switcharoo, but more likely he'll have a brief cameo (considering his age) as Rodd. It'll be interesting for more light to be shed on the mysterious character, and perhaps it'll also reveal a little more about the events of Fire Walk with Me.
