The main thing that separates Russell T Davies and Chris Chibnall as Doctor Who showrunners is that when a Chibnall first draft goes before cameras, he has the good grace to apologise.

RTD on the other hand boasts to Alan Yentob about how his first drafts are final drafts, thereby explaining all the issues with Empire of Death.

The Battle of Ranskoor Av Kolos is not offensively bad – well, besides the bit where the Doctor doesn't chastise the religious extremists for destroying five innocent planets – it's just really really dull.

The conflict between Graham and the Doctor over what to do with Tim Shaw could have really lifted this above its dreary plot, but unfortunately, Chibnall never had enough time to sharpen it into impactful drama.
