15. The Caretaker
Is "What if the Doctor was a janitor?" a great pitch for a Doctor Who story? No. Does it at least have a memorable alien threat? Again, no. Does it at least have a likeable cast of human characters for our alien janitor to interact with?
Depends on your views on Danny Pink and Courtney... so also, no?
There are definitely some fun moments, but the crucial issue with The Caretaker is that it doesn't know what it wants the Doctor and Clara's relationship to be. Is he a jealous suitor or a disapproving father figure?
Weirdly, Capaldi is given both to play, which only adds to The Caretaker's muddled tone.
