Philip Anglim is a very nice man.

Now that's out of the way, Vedek Bareil was never a fan favourite character. To be fair, he would have a difficult time engaging audiences with his mild mannered ways and even when played for comedy, the character always fell a bit flat. So, when he was killed off in Deep Space Nine's third season, it wasn't much of a loss to the show.

Bringing him back as the mirror universe counterpart sounded like a good idea. Ira Stephen Behr felt that part of the issue with the episode was that it came just after the six-part War arc in the sixth season and the wedding episode. It stuck out, grinding the movement of the season to a halt. Kira Nerys episodes are usually great, a testament to Nana Visitor's skills as an actress, but even this one is a stretch (and that's not to mention the fact that there are TWO Kira's at play here).

It's just a dull episode. Bareil has plotted with the Intendant to steal an Orb and bring it back to their universe. Along the way, he sees a better life on our side of the divide and learns to be a better man. It was fine but it was three seasons since we had last thought about the character. And, familiar face or not, Kira falls hard for a man she has just met. Everyone acts so out of character here, it's just not a very well executed story.
