Seemingly having defeated and outsmarted the pretty dull Vardans, the Doctor, in the midst of his victory speech, is confronted on the steps of the Panopticon by none other than a squad of Sontarans. It pretty much comes out of nowhere, but it just throws caution to the wind for dramatic effect and most importantly, it works.
14. Genesis Of The Daleks: Episode 4
At the end of episode 4 of Genesis of the Daleks, Davros has the Doctor, Sarah and Harry in a compromising position. To gain the secrets of the Daleks future defeats, Davros intends to torture the Doctors companions before his very eyes until he talks. We get to see Davross vile, manipulative nature and true repulsiveness as he screams hysterically;
"You will tell me!"
The Doctors hands are tied, and he's in a no win scenario. Basically, not good.
13. The Deadly Assassin: Episode 2
What The Deadly Assassin allows Doctor Who to do is cheat, legitimately. This has nothing to do with 'timey wimeyness', but instead toying with the physical laws and the perception of reality itself. We have no idea what to believe in this world of horrors and illusions. Credit to Tom Baker for selling the scene as his foot gets trapped in the points on a railway track and then not one, but two trains come careering toward him! This was really pulse racing stuff, and it had us hooked.
12. Pyramids Of Mars: Episode 3
While Davros was able to punish the Doctors companions to manipulate the Doctor, Sutekh is able to do what surprisingly few adversaries have been able to do in the past. The bound Sutekhs plans are blown to smithereens. and for this he turns directly to the Doctor and gives him a blast of vengeful green light, pinning him to the wall with excruciating pain. What's worse is the Doctor's utter helplessness - as he slumps to the floor, he can do nothing but let out an uncharacteristic wail of agony.
11. Tomb Of The Cybermen: Episode 2

Often, the build-up to the titular menace comes to a head in episode one, but Tomb of the Cybermen draws out that tension over its first two episodes, teasing images of the Cybermen throughout. The Cybermen eventually emerge from their impressive tombs, where they have been frozen for centuries. When the Cybermen have arisen and taken their resurrectors captive, there is a final kick as they witness the reveal of the frostbitten CyberController.
