4. Or Pick Up With An Entirely New Group
While AMC will no doubt want to retain the bankable cast they have left once Andrew Lincoln leaves in season 9, introducing an entirely new set of heroes and making a clean break from the staple characters could be a surprising way to end the show that still leaves the door open for a continuation. These wouldn't be new survivors burdened to revamp the whole programme either, but could simply be used to hint towards the next journey that'll happen offscreen.
This was something the comic teased at the end of All Out War, with it being suggested that Rick could die, but his martyrdom would pave the way for a more prosperous future with a brand new set of characters taking over as the protagonists. Hell, it doesn't even necessarily have to be a happy ending, and the new group could be used to show that no matter how much civilisation is rebuilt, it will never return fully to how it used to be, which could be more inline with TWD's usual dour tone.
Of course, the TV show shouldn't risk doing a Scrubs or a Once Upon A Time and attempt to continue without its core cast, but introducing a new band of survivors, showing that the world is still continuing and briefly delving into how its evolved without the main show's heroes, would stay true to the perpetuity inherent to the entire premise.
