3. The Haemovores

The Haemovores are humans who have evolved into vampire-like beings after being exposed to the pollution of the Earth. Appearing during the 7th Doctor's run, this race of vampiric beings are one of youngest monsters on this list, but that doesn't mean that the show-runners should ignore them.

While it is true we saw another vampire-based alien during Series 5's The Vampires of Venice, these horrid evolutions of mankind offer enough unique aspects to make them worth bringing back. Not only do they want human blood, but they can communicate telepathically and were powerful enough to meld metal with their own hands.

When first introduced in the show, the creatures served under Fenric, a notable adversary of The Seventh Doctor. With Fenric out of the picture and unlikely to return, the Haemovores could take centre stage, and their culture and way of life could be explored more deeply than we've seen before.

If used correctly, the Haemovores could be a very frightening group of monsters for The Doctor to have to face, bringing back the fear factor to Doctor Who that has unfortunately been lacking in the recent series. Even just one of these creatures in the right setting could be a great way to instil fear into audiences.
