Jake Simmons/Deathbolt holds the distinction of being the first metahuman to appear in the Arrowverse whose abilities were derived from unknown sources. This added a layer of mystique to him, which was further expanded by the ever-reliable Doug Jones' deadpan yet unsettling performance.

Upon learning of the Arrow's inactivity in Star City following his surrender - it was Roy Harper who took the fall for Oliver's actions - Simmons decided to take advantage of the gap and begin his own reign of terror in the city.

Deathbolt went up against a rookie Atom/Ray Palmer and nearly got the better of him twice due to his ability to absorb electricity and use it to generate plasma, as well as Palmer's lack of experience. Fortunately, some tactical and motivational guidance enabled the affable billionaire to survive his second bout with the metahuman criminal.

As mentioned earlier, his backstory (or lack thereof) made him an intimidating presence, and his untimely death at the hands of Captain Cold was a shame as he had the potential to be a unique villain in the hands of Jones.
