Yep, it's time for this question to rear it's head once more. It was first asked after the Season 4 premiere, and now, 10 episodes in, we're a little wiser about it, but only by way of knowing that it's definitely not Felicity. Aside from that no one else can be definitively ruled out, while we now have to rule Donna Smoak very much in. The new footage, with Oliver and Felicity, changes the view of this scene. Oliver vowing to kill again is a big deal, but not that much of a stretch given his past and the person he is. But Felicity telling him that he has to "kill the son of a b*tch"? That puts a rather different spin on things, because it has to be someone very close to her if she - the lightest character on the show - wants the person who did this (and it's still pointing towards Darhk, unless there's some major shift there) dead. Based on Felicity and Oliver's reaction, plus the fact that Barry didn't seem too upset (another indicator it wasn't Felicity before this episode) then it could feasibly be any of Team Arrow, or Donna (or, again, Quentin depending on how the relationship between him and Donna progresses).
