13. Malcolm Merlyn, Green Arrow

Throughout the history of comic book characters, many a different person has taken on certain comic book mantles. For instance, Bruce Wayne, Dick Grayson, Azrael, and even Tim Drake have all taken on the moniker of Batman, whilst Steve Rogers, Bucky Barnes, Sam Wilson, and John Walker, amongst others, have all been Captain America at times. One of the biggest surprises of the first half of Arrow€™s fourth season was seeing uber-b*stard Malcolm Merlyn saving the day whilst dressed as the Green Arrow. Oliver Queen is powerless as Damien Darhk looks to gas Felicity, Thea and Diggle, and it€™s down to Merlyn and (finally proving herself useful) Laurel Lance to come to the rescue. Added to this, Malcolm made for a pretty badass Green Arrow and even held his own against Damien Darhk.
