3. The Difference Office
Gallifrey in the main timeline of Who has always been a shifty place, but Gallifrey is so dark in this universe that Time Lords seek to kill themselves, in the past.
To tackle this, the CIA (Celestial Intervention Agency) starts the Difference Office, a branch of Time Lords who seek out and remove Time Lords who attempt to kill themselves. However, these 'suicides' do not take place in the present. These Time Lords seek to tackle their present guilt, by eliminating their past.
The Difference Office is set up at the request of the Warrior, now Lord President of Gallifrey. It's creation definitely hints this version of the war is far worst than that in the main Whoniverse.
One such victim of the Difference Office is much loved Big Finish spin off, Gallifrey, main character Narvin. Like many victims of this shady organisation, Narvin wished to stop his own horrific actions in this Time War, changing the past to change the present.
This department is even partially led by an alternate Romana, a version of the Time Lady who obviously never travelled with the Doctor. She was uncomfortable with the work but still carried out the orders of her Lord President.
But the plot of the finale for this set, is how and why is there another man on Gallifrey with the face of the Warrior?
