6. Gallifrey Stands

And to follow a complaint of 'The Day of the Doctor', let's have another one: what are the implications of Gallifrey standing? Moffat seemed to focus heavily on the children. If you ask me, the Doctor made the right decision to save his planet, and thinking of the children is an incredibly Doctor-like thing to do; but what about the High Council? What about the planet being in a state of warfare? And if the Doctor can still hop from one pocket universe to the next ('The Doctor's Wife', 'Hide'), can't the Time Lords? They were supposedly capable of parallel universe-hopping back in the day. A couple of lines of dialogue would've been enough to explain all of that, and maybe we'll still hear it. Perhaps Gallifrey is still time-locked. Perhaps the planet will sort itself out now there's not a war going on. Perhaps closing them in a smaller universe and reducing their power will be enough to change their ways. Or perhaps it doesn't matter, and it's giving them the chance that's important. Any way up, it still needs explaining.
