8. The Zygons
A villain that can transform into literally anybody or anything always poses a great threat, and the Zygons are the epitome of such enemies. A race of metamorphic humanoids from the planet Zygor, this enemy is one of the more visual ones as well with their large cone shaped heads and red bodies covered in disgusting suckers making for interesting viewing. They first made their appearance all the way back in 1975 when they happened to crash land on Earth and create a robotic monster in Loch Ness in Scotland. They were of course updated for the 50th anniversary special, although they sadly only played a bit part role in that larger and more important story. The true horror of the Zygons isnt physical though; instead it lies within their ability to replicate anyone or anything, giving any story involving them a kind of Cold War, "spies and enemies around every corner" kind of feel. Add in their lust for world domination and creepy voices that rise just above a whisper, and you have a villain that is prime for the plucking and desperate for a story where they stand as the main antagonist instead of playing a bit part role.
