7. The Master Dying

In "Last of the Time Lords" we get to see the return of one of the Doctor's older nemeses, The Master. A fellow time lord, The Master is tormented by strange drumming inside his mind and takes over England in the guise of Prime Minister Harold Saxon. He takes The Doctor captive and, when The Doctor finally escapes his clutches the Master ends up dying. The Master was the last remaining Time Lord, the last remaining member of the Doctor's people and the Doctor holds him as he dies and the Master refuses to regenerate. He chooses to die and, in that way, punishes the Doctor in a way he couldn't have ever done in life. He chooses to truly make the Doctor the last remaining Time Lord, a lonely god, and we as viewers are forced to watch. It's a truly bittersweet scene because, while the viewer wants the Master to be punished, the punishment ends up hurting the Doctor deeply.
