9. Resolution
Okay, hear me out. Series 11 hadn't been all that good leading up to the 2019 New Year's special, Resolution. However, the first Chibnall-era appearance of the Dalek was a truly excellent one. The treatment of the Daleks throughout the Moffat era was questionable (apart from the aforementioned Magician's Apprentice/Witch's Familiar), so the Daleks really needed a good episode to get themselves back on top of the scariest enemies in the show's repertoire.
Thankfully, Chibnall delivered with Resolution. Exploring just how dangerous the Dalek creature is without the casing lead to some excellent duologue work between Lin (Charlotte Ritchie) and the Dalek itself (Nick Briggs). This not only brought about quasi-body horror vibes with the creature wrapped around Lin's body, but it actually made the Dalek frightening again, even before it had re-built its casing. However, this new Dalek being almost defeated by a broken-down microwave was rather silly, and the forced reconciliation plot between Ryan and his estranged Dad didn't help when finally defeating the creature either.
