1. The Weeping Angels
Of course the Weeping Angels win. Statues when youre looking at them, but capable of moving at ludicrous speeds when youre not. They will blast you back in time and steal the energy of your spent life to feed themselves, but the real beauty of the concept is that they could be absolutely anywhere. How many statues do you see in a day? And how many of them moved? None probably, but would you notice subtle changes over time? Before its too late and you wake up in the forties! The Angels can also move freely in the dark and can affect lighting, which gives them a nice psychological advantage over us feeble humans too. When we are introduced to them, it is only through Sally Sparrow that we find out that the Angels have already got to the Doctor and anything that can beat the Doctor has done pretty well in villainy terms in our book. Although they sort of get diluted with use the Angels are a brilliant villain and it is easy to see why they have been brought out to play more than once. Everywhere has statues.
