4. Not Exploring The Ruth Doctor
In Series 12's Fugitive of the Judoon, we are introduced to a totally new incarnation of the Doctor, known as the Fugitive Doctor. Portrayed by Jo Martin, the Fugitive Doctor is an incarnation that Jodie's Doctor has no recollection of, with the hope being that the character will be explored further down the line.
But sadly, aside from brief roles and moments in The Timeless Children and Flux, Chibnall never properly explored or gave us any insight into her character, or where she fits in the expansive canon of Doctor Who.
This was even more baffling considering that, at the end of Fugitive of the Judoon, she was definitively introduced as the Doctor, leaving fans to assume that she'd be properly explored and integrated in episodes to come.
With the casting of David Tennant for three 60th anniversary episodes and the next Doctor being revealed as Ncuti Gatwa, it seems unlikely that Russell T Davies will ever bring back or properly develop the Fugitive Doctor. There is some hope in the Big Finish audio realm, however.
