1. Listen Monster
If any one monster summed up the show's triumph of imagination over moolah, it was the nameless threat at the heart of Series 8's Listen. Aside from an unfocused glimpse of something pink and hairless (and readers will have to draw their own conclusions there!), the scares here came from the unseen.
This is arguably the ultimate low budget Doctor Who adventure. Some carefully-lit rural locations, a space station that looked like it had been cobbled together from licquorice allsorts and an abundance of evocative dialogue courtesy of Steven Moffat. Its crowning glory was the sparse depiction of fear itself.
Even if the creatives had attempted to devise a beastie that encapsulated the concept of the monster under the bed they couldn't have done it justice, even with the budget of a dozen Michael Bay pictures. A bump in a blanket can be as frightening as a thousand Weeping Angels, making this a great example on which to end the low budget lowdown on NuWho's wallet-saving wonders.
