2. Cybershades
Ah, the Cybershades. They probably seemed a good idea at the time. If the Cybermen wanted pets (which, thinking about it, they didn't really), they'd maybe need different-sized ones for various purposes. And while Cybermats were titchy for acts of espionage/assassinaton, a guard dog-type creation wouldn't have gone amiss. Something bigger, to jump around snarling. For some reason.
The idea was to have a low profile scout force for the displaced metal militia who'd wound up in Victorian times. A masterstroke for the Mondasians, who must have fully researched the presence of men wrapped in crepe paper doing acrobatics around the streets of London. Oh, and the steampunk faces made of brass were pretty unnoticeable to boot.
Above all, this bizarre offshoot of the Cyber race was cheap to put together, both for the silver giants and the strapped production team. Certainly writer Russell T Davies had bigger fish for them to fry, namely a massive and, on the whole, pointless two-legged Micro Machines-style base, presumably intended to stomp the country to death. "Delete" indeed.
