11. Captain Jack Harkness

Even though Chris Chibnall's current tenure as showrunner has been, shall we say, divisive at best, if there's one good deed he's done, it's the bringing back of our favourite cheesy beefcake: Captain Jack Harkness - 10 years on from his last appearance in the show. No doubt he probably found a bar or two during that intervening period.
John Barrowman has been rather vocal regarding his absence from the show:
"So, with Steven (Moffat), it wasn’t going to happen... but with Chris, there was always that chance because Chris was also a showrunner for Torchwood. So, he’s got a love for Captain Jack and I was glad that he called."
That bitching aside, Captain Jack dovetailed well with the Ninth and Tenth Doctors, and his reaction to the Thirteenth Doctor's more significant change is something we all want to see.
Given how intrinsic Jack's information about the lone Cyberman was, hopefully Chibnall will integrate him more within the series 13 narrative. After all, he has some explaining to do after the series 12 finale...
