3. The Whisper Men

Littered throughout promotional material for the new episode are tantalizing glimpses of these faceless 'Whisper-men' and their true nature is something of a speculative point. Who are they and what do they want? Who is their leader. We've seen various answers to this, for example their aesthetic similarity to 'The Trickster' - 'The Sarah Jane Adventures'' biggest bad (seriously, look him up) lead many to think that they are followers of him.

The Trickster's MO is to swap around one event from the past in order to create chaos in the present and from lines like 'I'm going back on my own timeline' from the Next Time trailer it looks very likely that this villain may have his hands twitching the puppet strings of this series. Then again he's a villain from the spin off of the Russel T. Davies era which has had a minimal amount of influence felt in Moffat's series so his appearance is unlikely.

What I believe is that these are further developed human replicas from the blueprints seen in 'The Snowmen'. What with the reappearance of Richard E. Grant's Dr Simeon (now the face of The Great Intelligence) and their suspiciously comparable attire to that of the man himself (see below) they may well be replicas taking on the form of his body.
