7. The Eighth Doctor (Paul McGann)

Despite being a Doctor with barely any screen time, Paul McGann's Eighth incarnation probably gets the most "bring him back!" shouts from within the fandom.

Anecdotally, we here at WhoCulture have done a few lists about underused characters, or characters we'd like to see return - and the one thing that most of those lists have in common is that the Eighth Doctor is a regular fixture.

Steven Moffat was clearly aware of those shouts when he brought Eight back for the 50th anniversary (or he simply felt that McGann was underserved with his all-too brief tenure), so it's practically a given that RTD also has his fingers on the pulse.

McGann arguably has more to prove than any other Doctor, with the actor being given very little opportunity to flex his Time Lord muscles onscreen. Combine that with the fan demand, and the potential to delve further into Eight's role in the Time War (which, remember, RTD created), and we can totally see McGann having a proper supporting role in the 60th's story.
