It's Colin Baker showcasing his musical and, erm... other abilities in Privates On Parade, a fictional farce written by English playwright Peter Nichols. First performed in 1977, the Sixth Doctor star appeared in a stage revival of the production back in the early 90s (yes, this was after his tenure in the TARDIS - who says Doctor Who actors are typecast?!) when he was seen entertaining the members of the Song and Dance Unit South East Asia (that's SADUSEA, for short), a gay British military concert party, as a drag queen. He's supposed to be paying tribute to the popular World War II frontline entertainer Marlene Dietrich, apparently, and it really is like looking in a mirror. Besides, it's basically Colin Baker in drag singing in German, and what more could you possibly want? To quote the Sixth Doctor himself, "Change, my dear. And it seems not a moment too soon...".
