6. Davros

As he is a figure so important in the Doctor Who universe, it is a crime that Davros, lord and creator of the Daleks, has only appeared once in the revived series. That's once in ten years! In the Classic Series, after his initial introduction, Davros was in every single Dalek story there was. While it was definitely the right decision to not shove him in every time and to let the Daleks be their own masters for a while, the show has surely had enough solo Daleks stories by now to warrant a return from Davros himself? A possible reason for why he has only appeared once is that Davros can't be given a revamp to spice up the character like the Master can i.e. Missy (something tells us it wouldn't work if Davros suddenly became a woman - although maybe they could introduce his long-lost wife, Mrs Davros, who's just as bad as him? You heard it here first, folks!). Still, the fact that Davros is such an old-fashioned mad scientist type of villain is a big reason for his popularity. As unchanging as that wizened despot is, he's a character in dire need of a return.
