7. It's Never Been Done Before
Doctor Who is a show that thrives on change and so far the changes haven't come much bigger than this. It's testament to the writers that they're still finding new ways of shocking us and it's important that Doctor Who continues this trend so it doesn't become predictable and stale. What's more, it also serves an excellent narrative purpose. An ever growing amount of fans are calling for a female Doctor and until that happens (that's not to say it ever will, but it's a possibility), having a female Master is surely the next best thing. Yes, they could've just resurrected the Rani who wouldn't have required such a drastic overhaul of her anatomy but the Master was the last person on Earth who you'd expect to come back as a completely different gender, although that made him the most likely candidate, too.
