4. What Was The Significance Of The Fugitive Doctor?

Jo Martin's Fugitive Doctor possessed a strength that felt missing from the Thirteenth Doctor. Her journey begins in Fugitive of the Judoon, where she is introduced as Ruth, a Gloucester tour guide. However, Gloucester is abruptly taken over by the trigger-happy space police known as the Judoon, who are hunting for a fugitive.

Gradually, Ruth discovers that she isn't actually herself, but is an unknown version of the Doctor. It was a cool reveal, but sadly, we've been left in the dark about the Fugitive Doctor's identity and purpose in the show ever since.

She's believed to be a former incarnation the Doctor cannot recall, possibly even before the First Doctor. However, the exact reason for the Fugitive Doctor existing remains without closure, making us question... what was the point?

The Fugitive Doctor's limited appearances after Fugitive of the Judoon add to these complaints, because Jo Martin's incarnation was much more compelling than Whittaker's. Yet, unfortunately, it's looking like we will never see the actual significance of Jo Martin's Doctor, which is a massive shame.
