4. Land Of Fiction?
Okay okay, this one is maybe a bit of a wacky one, but the idea comes from RTD himself!
The Land of Fiction is a pocket universe, 'realm of make-believe', containing locations and characters from myth, legend and obviously fiction. It first appeared in 1968's the Mind Robber, where the Second Doctor, Jamie and Zoe found themselves trapped there. Could this be the place we see the 60th located? A pretty meta joke?
Actually, that's not a bad idea. Thinking as a whole, setting a story in such a location allows for such a massive scope, perfect for an anniversary. This would allow for cameos galore beyond the usual scope. This means you wouldn't need a timey-wimey reason for Doctor's interacting if at the end of the day, they're basically just illusions.
So more specifically back to the Tenth Doctor and Donna, how better to celebrate an anniversary, in a world of make-believe, than with one of the shows most iconic duos. Yes this is a touch similar to a dream like scenario, but sometimes exploiting these devices is better than forcing in a time travel reason for Doctors to collide.
