Remember that prison ship containing the Minotaur - the one disguised as a 1980s hotel that held people's greatest fears within its rooms? Well, here's the Doctor explaining how it came about:

"They (Minotaurs) descend on planets and set themselves up as Gods to be worshipped. Which is fine, until the inhabitants get all secular and advanced enough to build bonkers prisons... it drifts through space, snatching people with belief systems and converts their faith into food for the creature."

Ok, overthrowing someone who's lording it over you is understandable, but imprisoning it then sending it across the universe knowing that others will die at its hands (or hooves in this case) is a dick move.

Whoever this clearly now-advanced civilisation is, the fact that they engineered a spaceship to scare the s**t out of people by showing them their deepest, darkest fears, before succumbing to the Minotaur, reveals something very sinister about them.
