The Lady in Red from 2008's Christmas special is the very essence of the Cybermen. Miss Mercy Hartigan (played with resplendent restraint by Dervla Kirwan) is cold, calculating, and efficient when it comes to her abominable ambitions. Kirwan comfortably outshines her Cybermen collaborators, but then she unfortunately gets converted and rises up as the CyberKing.
As the Doctor mentioned, Miss Hartigan had such a remarkable mind so you could imagine the great things she could have accomplished if she were fused with the Cyberium. Terrible, yes, but great - sorry, that's Ollivander from Harry Potter.
