The End of Time had the pressure of being the last-ever Tenth Doctor story. While it managed to include the return of John Simm's Master, the reintroduction of the Time Lords, and Bernard Cribbins as the companion, it never quite comes together as well as you'd hope.

When it works, it really works - Cribbins' performance, the four knocks scene, the regeneration, the Silver Cloak, the Rassilon confrontation - but it's hampered by some of the more questionable decisions, such as the Master gaining the power of Force lightning, and his newfound penchant for devouring meat in the most disgusting way imaginable.

There's also the whole "Master Race" thing, which is a decent enough cliffhanger, but was only ever going to be a big reset button that's resolved with few consequences. And that's exactly what happens.

Overall though, it works. Tennant gives it his all in his final (at the time) performance in the show, and the emotion of those final 15 minutes is so powerful that you forget that the previous 115 minutes aren't as spectacular as they should've been.
