10. World Enough And Time/The Doctor Falls
Similar to the Series 8 finale, Series 10 sets up so many great ideas, before eventually squandering them. Although the finale was also let down by the BBC's lack of confidence in the series, revealing every secret that World Enough and Time held close to its chest. We knew the Mondasian Cybermen, and John Simm's Master, were returning. This made the suspense, and intrigue, created by Steven Moffat utterly pointless, making the penultimate episode feel like a slog to get through, given it had no surprising elements.
Then you're left with the thrilling aspect of The Master and Missy teaming up, as they embarked upon establishing the very genesis of the Cybermen. Oh, and Bill had been converted into a Cyberman. Absolutely chilling. Come The Doctor Falls, we lost the unique backdrop of the industrial city crawling with Cybermen, and end up in some uninteresting looking farm instead.
The tone from World Enough and Time is completely abandoned, tossing away the horror-esque set up and style, all for the sake of going in a different direction (because why not). Steven Moffat just couldn't stay on course, and keep on track with his grand ideas, dropping the ball on so many hurdles because of his own mismanagement. It just leads to horrible misdirection, as he fails to deliver the goods he put into place. Plus, it's frustrating seeing his own unique concepts go to waste, replaced with something inferior in design.
Then you have the two Masters establishment go absolutely nowhere (making John Simm's return redundant). The Cybermen lose their creepy vibe (reverting, once again, to mere canon fodder). And Peter Capaldi is left with a poor excuse for a conclusion (made even worse by already having such an inconsistent tenure).
